Wat is het gevolg van "Onderzoekssteun op basis van concurrentie"?

Landenrapport

Competitieve onderzoeksfinancieringssystemen, Research Performance Based Funding (RPBF)-systemen, geven financiering aan de best presterende onderzoeksorganisaties, om goede prestaties te belonen

Een recent verschenen rapport van de Europese Commissie analyseert de verschillende competitieve onderzoeksfinancieringssystemen die er bestaan bij de EU-leden.

Ook de VS, China, Noorwegen, Zwitserland en Ijsland worden in het rapport geanalyseerd.

Conclusie

Het rapport concludeert dat een RPBF-systeem (research performance based funding) kan leiden tot een sterke motivatie om wetenschappelijke prestaties te verhogen.

"On the indicators considered in this report none of the systems which have implemented a RPBF have experienced strong negative effects. Though many other factors are thought to have influenced the observed improvements in performance, the effects are likely to have been positive."

België

In België is de verhouding tussen de onderzoeksmiddelen die worden toegekend rechtsreeks aan kennisinstellingen (waaronder een deel via het RPBF-systeem), resp. via projecten (dmv competitieve oproepen) 45/55.

Vlaanderen

Vlaanderen, ECOOM, en zijn sterke bibliometrische capaciteiten (met aparte bibliografische database voor de sociale en humane wetenschappen) worden eveneens vermeld in het rapport.

Bovendien neemt Vlaanderen als één van de weinige regio’s in Europa 'gender diversiteit' op als parameter binnen het RPBF systeem.

Therefore, in Flanders, the Working Group 12 of the Flemish Stakeholder Platform for European Programmes (VEP), has drafted a reflection paper on the future FP10. A similar exercise was done in the past for the current Horizon Europe programme.
