Von der Leyen zet Europese concurrentiekracht centraal in haar tweede mandaat
Europees Commissievoorzitter Ursula von der Leyen wil van de versterking van de concurrentiekracht van de Europese economie het speerpunt van haar tweede mandaat maken.
"Onze vrijheid en soevereiniteit hangen meer dan ooit af van onze economische kracht", betoogde ze woensdag in het Europees Parlement.
Het Europees Parlement gaf enkele uren later het vertrouwen aan de nieuwe Europese Commissie die aantreedt op 1 december.
So we will put research and innovation, science and technology at the heart of our economy. We will invest more and focus better. And we will ensure that our small companies, our start-ups and scale-ups, can thrive here in Europe.
Concurrentiekompas
Von der Leyen kondigde aan dat ze snel na het aantreden van haar nieuwe bestuursploeg een "concurrentiekompas" wil uittekenen dat de leidraad voor het Europese beleid voor de komende vijf jaar moet worden. Het moet de innovatiekloof met de VS en China dichten, de industrie vergroenen en tegelijkertijd competitief houden, de energieprijzen verlagen en de afhankelijkheid voor de aanvoer van essentiƫle grondstoffen afbouwen.
So I can announce that the first major initiative of the new Commission will be a Competitiveness Compass. This will frame our work for the rest of the term. The Compass will be built on the three pillars of the Draghi report. The first is closing the innovation gap with the US and China. The second is a joint plan for decarbonisation and competitiveness. And the third is increasing security and reducing dependencies.
Auto-industrie
Tegen de achtergrond van het massale banenverlies en van fabriekssluitingen wil Von der Leyen ook een strategische dialoog over de toekomst van de Europese auto-industrie organiseren, een dialoog die ze persoonlijk gaat leiden. "De Europese auto-industrie is een Europese trots. Miljoenen jobs hangen ervan af. Samen moeten we ervoor zorgen dat de toekomst van de auto nog steeds in Europa wordt gemaakt", zei de Duitse christendemocrate.
To support this work, I have decided to convene a Strategic Dialogue on the Future of the Car Industry in Europe. The dialogue and its follow-up will be under my leadership. We will bring together all stakeholders around the table. To listen to each other. And to design solutions together as this industry goes through a deep and disruptive transition. Europe's car industry is a European pride. Millions of jobs depend on it. And together we have to make sure that the future of cars will continue to be made in Europe.
Defensie
Defensie moet eveneens een speerpunt van de nieuwe Commissie worden, met voor het eerst een commissaris specifiek bevoegd voor Defensie. Von der Leyen hamerde er opnieuw op dat Europa meer moet spenderen aan defensie en zijn industriƫle basis moet versterken. "Rusland spendeert tot 9 procent van zijn bbp aan defensie. Europa gemiddeld 1,9 procent. Er is iets verkeerd in deze vergelijking", stelde de Duitse christendemocrate.
Our defence spending must increase. We need a single market for defence. We need to strengthen the defence industrial base. We need to improve our military mobility. And we need common European projects on defence. And this is why Andrius Kubilius will be the first European Commissioner for Defence. We have no time to waste. And we must be as ambitious as the threats are serious. So we will come forward with a White Paper on the Future of European Defence in the first 100 days. I can assure you that Europe's security will always be this Commission's priority.
