Beleidsevaluaties en beleidsonderzoek
Het feit dat immer meer complexe maatschappelijke uitdagingen een onderbouwd beleid vereisen is, of lijkt ten minste, tegenwoordig een geaccepteerd gegeven. Wanneer een overheid echter het principe van onderbouwd beleid in de praktijk moet omzetten, blijkt dit toch iets gecompliceerder. Er blijken heel wat drempels die overheden ervan weerhouden om beleidsevaluaties en beleidsonderzoek dan ook in te zetten.
Ook voor evaluatoren en onderzoekers is meewerken aan onderbouwd beleid geen evidente opdracht. Feiten en onderzoeksresultaten leiden immers niet lineair naar de enige "juiste" beleidsbeslissing. De relatie tussen beleidsonderzoek en evaluatieonderzoek enerzijds en beleid anderzijds verloopt veel complexer dan dat. Een goed begrip van deze complexiteiten is belangrijk, ook om misverstanden over onderbouwd beleid uit de wereld te helpen.
Onderbouwd beleid
Daarom nodigen het Vlaams Evaluatieplatform (VEP) en het Kennisnetwerk Beleidsonderzoek van de Vlaamse administratie (KNBO), ondersteund door het Departement EWI u graag uit op een namiddagseminarie over onderbouwd beleid, met de volgende gastsprekers:
- Prof. Dr. Pearl Dykstra, vicevoorzitter van de groep van wetenschappelijke hoofdadviseurs en professor sociologie aan de Erasmus Universiteit Rotterdam
Deze sessie gaat dieper in op "Scientific Advice to European Policy in a Complex World", Scientific Opinion No 7, of the Group of Chief Scientific Advisors of Scientific Advice Mechanism.
- Dhr. David Mair, afdelingshoofd, Knowledge for Policy: concepts and methods, Joint Research Centre (JRC) van de Europese Commissie
Deze sessie gaat dieper in op "Understanding our political nature", het eerste rapport van het Enlightenment 2.0 onderzoeksprogramma.

Evidence-Informed Policymaking
Policymaking in practice
At present, it is - or at least seems - commonly accepted that societal challenges require an evidence-informed approach, especially in face of ever more complex problems. However, putting evidence-informed policymaking in practice, is not free from challenges. There are many barriers impeding governments from actually using policy evaluation or policy research.
The same applies to policy evaluators and policy researchers themselves, for whom it is neither straightforward to contribute to evidence-informed policymaking.
After all, facts or evidence do not automatically relate to "one right" policy decision in a linear way. The relationship between policy research and evaluation research on the one hand, and public policy on the other is best to be understood as a complex one. Having a good understanding of these complexities is quintessential, also to prevent misconceptions about evidence-informed policymaking.

Therefore the Flemish Evaluation Platform (VEP) and the Knowledge Network on Policy Research of the Flemish administration (KNBO) are pleased to invite you to an afternoon seminar on evidence-informed policymaking, with the following guest speakers:
- Prof. Dr. Pearl Dykstra, Deputy Chair of the Group of Chief Scientific Advisors and Professor of Sociology, Erasmus University Rotterdam
